From April 2 to 3, 2026, AIPPI China held a seminar focused on the AIPPI Study Questions scheduled for discussion at this year’s World Congress in Hamburg. The event brought together more than 90 participants. Mr. Chuanhong Long, President of AIPPI China, hosted the opening ceremony.
Opening and Keynote Speeches
The Director of the Legal Affairs Department of the China Council for the Promotion of International Trade (CCPIT) addressed the seminar, emphasizing the importance of engaging with AIPPI Study Questions so that the resulting AIPPI resolutions can take China’s position into account.
Ms. Liyan Meng, Deputy Director of the Examination Management Department, Patent Office, China National Intellectual Property Administration (CNIPA), delivered a keynote speech on CNIPA’s achievements over the past five years and the its measures regarding examination standards, examination quality, examiner competence, and international cooperation, etc.
Judge Dongyong Wang of the Beijing High People’s Court delivered a keynote speech on some representative cases decided by the courts in Beijing and the judicial principles they are following.
Panel Discussions on the AIPPI Study Questions
Following the keynote speeches, five panel discussions were held, each addressing one of the five Study Questions. The panelists came from IP law firms, universities, enterprises, and CNIPA.
The study question on “online infringement and territoriality considerations / issues of geoblocking” is of great significance to Chinese enterprises and has long standing  challenges for Chinese rights holders, particularly in the film, television, and game industries. The question of “divisional applications and double patenting,” though seemingly traditional, still sparked heated discussion. Another question, “parody as a defense to trademark infringement,” is adjudicated under a different approach in China compared to other countries. The issue of “dynamic blocking injunctions” is relatively new to China and currently has no exact equivalent mechanism in the country. Finally, the Standing Committee’s study question on the “patentability of microbiomes” presents an even more emerging and challenging issue.
Looking Ahead
The seminar brought AIPPI China’s members together, creating a platform for networking and exchanging ideas. More importantly, it helps improve the quality of the study question reports submitted by AIPPI China and gather diverse perspectives from all stakeholders.
